This Project Manager will supervise NY/NJ area jobsites of heavy utility and/or treatment plant. Work in conjunction with the Superintendent to safely and productively build the work on time and within budget.
DUTIES AND RESPONSIBILITIES
- Oversee the construction project from start to finish.
- Perform a key role in project planning, budgeting, and identification of resources needed.
- Develop the objectives/goals of each and assign individual responsibilities.
- Project accounting functions including managing the budget, tracking expenses and minimizing risk on the project.
- Ensure that construction activities move according to pre-determined schedule.
- Communicate effectively with the contractors responsible for completing various phases of the project.
- Co-ordinate the efforts of all parties involved in the project, which include the owners, engineers, consultants, contractors, sub-contractors and laborers.
- Monitor the progress of the construction activities on a regular basis and hold regular status meetings.
- Maintain strict adherence to the safety standards, quality and budget.
- Ensure project documents are complete.
- Other duties as assigned.
QUALIFICATIONS
- 7+ years’ experience in heavy utility and/or treatment plant construction
- BS in Civil Engineering or Construction Management or equivalent
- Strong written and verbal communications skills, able to communicate with all levels of staff and management
- Strong analysis and critical thinking skills
- Deadline and detail-oriented
- Demonstrated ability to deliver a successful completed project
- Strong computer skills in Office 365, CAD, Microsoft Project or Primavera, Heavy Job, Viewpoint, Adobe Acrobat

The Project Engineer will be working in conjunction with the Project Manager (PM) to build the work safely and productively on time and within budget on underground utility and/or treatment plant construction projects.
PROJECT ENGINEER RESPONSIBILITIES
- Contract Documents (Plans and Specs): thoroughly Reviews Plans and Specifications, basic understanding of the different Components of the underground utility and/or treatment plant Construction Contract including notification requirements
- Submittals and RFI’s: prepares a schedule of submittals based on the requirements of the specifications and submits to the PM for review
- Pay Estimates: complies quantities installed on a daily basis and verifies with the inspector weekly.
- Daily Work reports, Time Sheets, and Quantities: prepares Daily Work Report in Heavy Job, in collaboration with the superintendent that includes all pertinent information and describes all the work performed by NRC and subs
- Subcontracts, Purchase Orders, Material Procurement and Review of Invoices, perform takeoffs, research pricing, assist PM is vendor communications, track receipts and processing invoice expense codes in system
- Preparation of Shop Drawings/Sketches in CAD as required to facilitate the work in the field, and prepares Traffic Control plans under PM guidance and coordinates implementation as specified in the Contract
- Permits and Mark-outs: prepares a Master List of all permits required for the project including descriptions, work restrictions, issue/expiration dates, inspections required etc., understands “Call before you Dig” requirements
- Scheduling: understands the basics of CPM scheduling including predecessor/successor relationships and how the critical path is generated
- Communication and Notifications: attends and participates in progress meetings and jobsite coordination meetings
- As-builts and Closeout Documents: maintains red line set of Contract drawings reflecting actual work completed, coordinates with subcontractors to facilitate submittal of as-builts to Owner, prepares As Built Drawings for NRC work as necessary and submits to Owner
PROJECT ENGINEER QUALIFICATIONS

The Superintendent shall have a minimum of 10+ years’ experience with heavy civil utility, treatment plant, and pump station projects. Strong knowledge is required in the coordination and management of mechanical, electrical, and plumbing trades (MEP). Experience in underground utility installation is preferred. Overall knowledge of heavy equipment capabilities, labor rules, and other regulations is required. This position works in conjunction with the Project Manager to safely and productively build the work on time and within budget.
DUTIES AND RESPONSIBILITIES
- Knowledge of contract and subcontracts to execute the work accurately and efficiently.
- Scheduling and implementing the work, work with the Project Manager to develop the basic sequencing and durations for work activities and following through to implement the schedule on time and within budget.
- Develop work plans for major activities with trade labor foreman and ensure the work is carried out in accordance with the plan while maintaining a safe work environment.
- Efficiently manage and utilize equipment while understanding both capabilities and limitations. Prepare weekly labor and equipment reports. Verify that all equipment is in working order. Notify the shop of all issues impacting the performance of equipment on the jobsite.
- Manages trade labor efficiently with a working knowledge of union collective bargaining agreements (CBA’s)
- Knowledgeable of cost, payment and production targets, understand approach, crewing and production rates used at the time of bid, monitors production and compares with as-bid goals. Adjusts the operation as needed to improve production and efficiency and track quantities and assemble monthly estimates in coordination with Project Manager, check and prepare daily reports and timesheets.

QUALIFICATIONS
- Education – High School or equivalent
- Specialized knowledge in underground utility installation and/or plant construction.
- Ability to comprehend plans and specs, general computer and math skills, strong communication, both verbal and written with onsite inspectors, engineers, owner’s reps, employees of all levels. Able to articulate job progress, problems, delays in meeting type settings.
- Ability to delegate work & provide strong decision-making & problem-solving skills.
- Experience – 10+ years of utility installation
